99752 (ITN) Conference Room Audio Visual 2020 Equipment and Installation

The purpose of this Invitation to Negotiate (the "ITN") is to evaluate and select a vendor for Conference Room Audio Visual 2020 Equipment and Installation work to be completed. This is for purchase of the equipment, installation of new equipment and removal of the existing equipment that JEA retains ownership. Implementation services that can provide the items contained within Appendix B – Response Workbook and provide the best value to JEA (the "Work" or "Services"). "Best Value" means the highest overall value to JEA with regards to pricing, quality, design, and workmanship.


JEA is seeking to redesign ten of our conference rooms from projector based (VGA) to Display/TV panel based (HDMI, Display Port, wireless). Our goal is to replace the current VGA technology and replace it with HDMI.

JEA additionally requires to repair the CC4 auditorium existing audio and visual presentation to function as expected at maximum resolution for the projector-based room (projector not to be replaced) from analog (VGA) to digital (HDMI). Current projection will only display presentations at low resolution on a high definition projector.


JEA expects implementation to be complete within 14 days of the notice to proceed and NO later than completion/installed by September 18th, 2020.

99745 (RFQ) Supplemental Labor for Operations, Storms, Emergency Response Preparation and Restoration

The purpose of this Request for Qualifications (RFQ) is to qualify companies for the 2020 to provide Forklift and CDL drivers.  This RFQ may be used to supplement JEA’s workforce on short term basis and for JEA’s Storm season (June 1 to November 30 of each calendar year) where JEA often requires temporary additional labor support services from companies that can provide the manpower to provide continuity and service levels for warehouse operations and delivery services.  A qualified Company must be able to respond immediately to a JEA declared emergency or storm event.  

Prior to a storm event, should JEA choose to request mobilization of qualified company, JEA will provide a prospective start date with as much notice as possible.  This start date, once JEA has decided to mobilize temporary support (labor) services, will commence on the date noticed, as much as practical JEA will provide a week by week forecast.  When event is nearing completion, JEA will provide termination of required support prior to the close of the current working day for the next calendar day.


Once a Company is qualified per the this RFQ, JEA will send the Company a contract to sign so that storm labor rates are established in case of a business need or emergency response.


During a Clear Sky’s need, JEA’s needs would typically be for 1-3 personnel for support JEA’s workforce for Forklift Drivers and Class A CDL drivers.
During a storm or emergency response event, JEA projects up to 18 Forklift Drivers and 3-4 Class A CDL drivers would typically be needed.

99742 (RFQ) JEA Main St. Lab Building Envelope Waterproofing

This contract is executed between JEA and the Contractor to perform restoration and waterproofing services at JEA’s lab located at 1002 Main St. N, Jacksonville, Florida 32206. The contract work for this project includes, but is not limited to: on site surface preparation, tuck-pointing, caulking, removing and replacing bricks, removing corrosion, removing moisture, removing organic growth, sealing and exterior pressure washing. The Contractor shall provide all labor, supervision, materials, tools, personnel, equipment and rental of equipment required to accomplish this project. All cost should be included in response bid price. JEA may take action to perform portions of the work in house and, thereby, reduce Contractor workload and cost. The following specifications are not intended to supersede Federal, State, or local regulations to which the Contractor must comply; nor are they intended to supersede or contradict content in the contract documents between JEA and the Contractor.

99733 (RFQ) Southside Substation 6C2 Capacitor Bank Replacement Project

JEA is soliciting Bids from contractors (hereinafter referred to as “Company”) for construction services for Remove and dispose the existing 6C2 capacitor bank. Assemble and install a new capacitor bank at the same
physical location at 801 Broadcast Place, Jacksonville, FL 32207.

Construction services for JEA System Protection & Control Projects include but are not limited to:

 Installation of conduits in yard runs
Installation of control house control cables
Providing personnel for onsite outage support
Demolition and removal of decommissioned relay control panels into the dumpster
Removal the entire length of decommissioned cable (panel to panel and from the control house up to the equipment).

99702 (ITN) Nassau Substation and Otis Road Substation Civil and Electrical 2020

The purpose of this Invitation to Negotiate (the "ITN") is to evaluate and select a vendor for Nassau Substation and Otis Road Substation Civil and Electrical 2020 that can provide the items contained within Appendix B Response Workbook and provide the best value to JEA (the "Work" or "Services").  "Best Value" means the highest overall value to JEA with regards to pricing, quality, design, and workmanship. 

JEA is seeking Bids from pre-qualified General Contractors on JEA’s Responsible Bidders Lists (RBLs) to perform the installation of a new communications tower and compound at 2 locations, 1 at Nassau and 1 at Otis Road. The Scope of Work consists of two sections, both of which must be included on any Bid for consideration to be awarded the work. The two sections are Civil and Electrical, as described in the Appendix-A Technical Specifications.  Additional information can be found in Appendix A - Technical Specifications. The General Contractor who is awarded the project shall provide a detailed schedule for the entire scope of work so the Owner’s representative can be present to witness and inspect any aspect of the work.

The Contractor shall also include funding at a NOT TO EXCEED value of $10,000.00 for a “Third Party Inspector” who responsibilities shall be as shown in the Section 3: Milestones of Appendix A – Technical Specifications. These services will be provided by an Independent Contractor acceptable to JEA.

All work needs to be completed and accepted by Sept 30, 2020. The Civil/Electrical contractor will need to collaborate with the foundation, Erection/RF and Generator contractors to ensure all aspects of the project are met.  JEA will furnish all materials on the JEA BOM, all other consumables will be the vendor’s responsibility.

The purpose of this Request for Proposal (RFP) is to evaluate and select a firm (“Firm” or “Company” or “Proposer”) that can provide consulting services to review the current JEA procurement process, evaluate and benchmark against other municipal Procurement entities to ensure that JEA is as open, equitable and transparent as possible within a municipal procurement environment and provide the best value to JEA (the "Work" or "Services").

99654 (RFQ) JEA FACILITIES GENERAL PAINTING SERVICES

The purpose of this Request for Quote (RFQ) is to select a vendor that can provide interior and exterior painting services for ad hoc projects at JEA owned facilities. JEA owns sites primarily in Duval County, with some additional sites in Clay, Nassau, and St Johns County. Examples of these sites are substations, lift stations, chiller plants, water treatment plants, and wastewater treatment plants. The contract work for this project includes, but is not limited to: on site surface preparation, pressure washing, patching, scraping, caulking, sanding, priming and painting of interior and exterior surfaces.  The Contractor shall provide all labor, supervision, materials, tools, personnel, equipment and rental of equipment required to accomplish each project.  Samples of JEA standard color will be provided upon award.  The following specifications are not intended to supersede Federal, State, or local regulations to which the Contractor must comply; nor are they intended to supersede or contradict content in the contract documents between JEA and the Contractor.

99474 (RFQ) Explosive Deslagging Services

This Invitation to Bid (IFB) is for the supply of the following services:
 
1.) Acquisition and maintenance of an active blasting permit for Northside Generating Station for the contract duration (must be routed and approved by the City of Jacksonville, monthly)
2.) Mobilization – on call support for emergent work
3.) Shutdown support for JEA planned outages
4.) Slag removal from boilers by hydro-blasting or use of binary explosives 
 
The planned contract duration is 3 years.
 
JEA – will provide scaffolding support for work over specified ladder access heights.
 
Deslagging of boiler internals by use of hydro-blasting or explosives blasting.  The bidder will be required to have all licenses, process all city and county permitting requirements and maintain an active blasting permit during the contract performance period of two years to support planned outages and emergent outage services. 
 
The technical specification will provide the expected scope of services, blasting materials to be used, and equipment sizes.  The bidder will provide rates for the expected service types including, travel, lodging, time and materials. 
 

This Bid will be used to issue one not to exceed $50,000 purchase order for Northside Generating Station.  The contractor will bill on a monthly basis for services provided.  Issuance of a not to exceed Purchase Order is not a commitment for the total amount of the Purchase Order.

99433 (RFQ) Subsurface Utility Designate and Locate Services

The purpose of this Request for Quote (the "RFQ") is to select a vendor that can provide subsurface utility designate and locate services generally located within the Nassau County, Duval County, and St. Johns County areas on an as- needed basis. No quantity of work is guaranteed. The purpose of the subsurface utility designate and locate services is to physically locate and identify underground utility lines. This informal bid will allow JEA to perform necessary locate work only during an interim basis until capital construction project workload increases and a formal bid is required.

The awarded Company shall be expected provide utility quality level type A information as described in ASCE Standard Guideline for the Collection and Depiction of Existing Subsurface Utility Data CI/ASCE 38-02 and document findings as described in Appendix A – Technical Specifications.

Quantities on the Bid Form are estimated for this informal quote and provided only to establish a low bidder. Total volume of work will not exceed $300,000.00, and Company should understand that no contract change order will be issued exceeding that total contract amount. Should the low bidder fail to perform the work to the satisfaction of JEA, the second low bidder will be issued a Purchase Order to perform the work. Company shall obtain JEA safety prequalified status prior to initiating work. Further information can be found in Appendix A - Technical Specifications.
