Guidelines for Permit Requirements and Permit Modifications
The guidelines for permit requirments and modifications are as follows:
I. No Permit Required
- Maintenance or repair work that involves taking collection, treatment, force mains, storage or distribution facilities temporarily out of operation.
- Replacement of facilities with new facilities of the same capacity at the same approximate location as the facilities being replaced. Pipes can be increased 2 pipe sizes only otherwise a permit is required.
- Relocation of existing in-service water piping and/or force mains to accommodate other utilities provided the relocated piping does not involve more than 100 linear feet in length.
- Construction or repair of valves, flow meters, telemetry equipment or backflow preventers.
- Construction or alteration of fire hydrants including piping serving hydrants.
- Construction or alteration of water service lines dedicated exclusively to a fire protection system or an irrigation system.
- Installation or alteration of any valve, flow meter, or backflow preventer.
- Installation or alteration of a water service line (regardless of size) in which the water service serves a single building. However, if at a strip mall each building is separately metered, then a permit is required.
- Discontinuing use of any existing drinking water treatment, pumping, or storage facility.
II. Minor Deviations, No Permit Modifications Required, Must Be Shown On As-built Drawings
- Reduction of utility separations as long as the new separation is in accordance with the JEA Water and Sewer Standards, Details and Materials.
- Relocation or realignment of proposed new or altered drinking water, collection, force mains, treatment, storage or distribution facilities within the same rights-of-way, easements or sites. Water mains can be switched to opposite side of the street as long as it is in the same right of way as previously permitted. Right of way is defined as beginning on one side of the street to the opposite side.
- Addition of the project length (up to 100 linear feet) of new or relocated water piping of the same diameter within the same right-of-way, easement or sites, provided additional water piping does not involve a new surface water crossing or a new piping installation in the area of ground water contamination.
- Changes in slopes of gravity sewers as long as the modification meets JEA standards and FAC 62-304.
- Relocation of junction manhole.
- Changes in boundaries of a project site.
III. Substantial Deviations, Permit Modifications Required
- The change of a pipe size to a smaller size or the change of a pipe size to a larger size (when the increase is greater than two pipe sizes).
- A change in piping materials that is not covered by the specifications and/or details of the previously issued permit.
- An added two inch or larger stub-out which is over 100 linear feet.
- A bore & jack or bridge crossing or under surface water crossing or over surface water crossing situation which is not specifically addressed in the permit details and specifications.
- An interconnection between previously separate water systems that have separate water supply sources which is not specifically addressed in the permit details and specifications.
- The discovery of previously unknown groundwater contamination in the area of construction which calls a change in the design of the project which is not specifically addressed in the permit details and specifications.
