This application is for vendors to become pre-approved to bid on specific JEA Construction Projects. In order to bid on specific construction projects, vendors must first become approved Responsible Bidders and meet minimum RBL qualifications.

CS2 - Data networks equipment, including fiber optics equipment installation, maintenance & repair $25,000.00
CS3 - Fiberoptics cable installation $250,000.00
CS5 - Voice and data equipment installation, construction, maintenance and repair $5,000.00
Knowledge of communication grounding, communication site electrical work, coaxial cable termination, multi-mode fiber work, Ethernet and other communication related cabling installation, testing and repair typically found at communication facilities.
Three (3) project references successfully completed, exceeding the amount specified next to each category below:
EG1 - Electrical secondary service installations $25,000.00
EG2 - OH Distribution construction - up to 45kV (Energized & De-energized) $100,000.00
EG4 - OH Transmission construction over 69kV (Energized) $1,000,000.00
EG5 - OH Transmission construction over 69kV (De-energized) $500,000.00
EG6 - Underground distribution construction up to 45kV $100,000.00
EG7 - Underground Transmission Construction 69kV and above – Solid Dielectric Cables $1,000,000.00
EG8 - Underground Transmission construction over 69kV - HPFF pipe-type cable $2,000,000.00
GC11 - Line locate services / Wire testing $1,000.00
One (1) project within the last five (5) years meeting the following:
WM1 - Water, Wastewater, Reclaim Pressure Pipe Construction Underground Trench >= 24" Diameter, >2,000 linear feet
WM2 - Water, Wastewater, Reclaim Pressure Pipe Construction Underground Trench < 24" Diameter, >2,000 linear feet
WM3 - Gravity Sanitary Wastewater Main Construction Underground Trench, >2,000 linear feet
WM4 - Trenchless Line Rehabiliation (CIPP, Pipe Bursting, Slip Lining), >2,000 linear feet

Step 2: JEA Bid Solicitation Information
We understand that our company must submit this application for JEA Responsible Bidders List (RBL) in order to be considered for qualification for the RBL categories we have indicated on this application. We understand that we may view a listing of the application online or contact the Bid Office at (904) 665-6740. We understand that such inclusion on the RBL is a requirement in order for us to be eligible to bid on work in the RBL categories and have our bids opened and evaluated.
If we are submitting this application in response to a solicitation for a specific project, we understand that our documentation must be received by your office by the stipulated date in the Solicitation (normally 21 days prior to bid due date) and that failure to submit all the required forms and substantiating information may result in further requests for information with resulting delays in the evaluation process and possible exclusion from the bid opening for the specified project. JEA possesses an important communications infrastructure asset called “dark fiber.” Dark fiber refers to unused fiber-optic cable. The optical fiber conveys information in the form of light pulses so the "dark" means no light pulses are being sent. The dark fiber strands can be leased to companies that want to establish optical connections among their own locations.
