All bid openings are held on Tuesdays at 2:00 p.m. at JEA, 21 W. Church Street in the Customer Center 1st Floor, Room 002 (unless otherwise noted). Sealed bid/proposal packets must be submitted to the Bid Office by 12:00 noon prior to bid opening at 2:00 p.m.

100237 (RFQ) Northside Generating Station Ethylene Supply

JEA is seeking a company (the “Company”) to provide Northside Generating Station Ethylene Supply for one (1) year (the “Work”). JEA is installing an impulse cleaning system as manufactured by PowerPlus Cleaning Systems to remove build up on the boiler tubes as required in the Unit 1 and 2 boilers. The system requires a maximum instantaneous flow of Ethylene at 12.3 SCFM for 250 milliseconds at 350 psi. The Ethylene shall be delivered to the JEA Northside Generating Station site at 4377 Heckscher Drive, Jacksonville, Florida 32226 in a tube trailer containing 12,000 pounds of 99.5 percent chemically pure grade Ethylene, called out in their system as EY CP200. The tube trailer will be staged on a gravel site adjacent to the product use site. The tube trailer will be connected to a 1” schedule 80 piping system by JEA. Provide a regulator to reduce the tube trailer tank pressure to the 0 - 350 psi system requirement and specify the connection size to enable JEA to connect their piping to the trailer with a flex hose. The 12,000 lbs. of Ethylene is expected to provide the necessary daily requirements for approximately 1 year. The rental of the tube trailer is therefore to be quoted for one (1) year. Additionally, the Bidders are requested to provide options pricing for each additional year, up to a five year supply. JEA will evaluate based on the one year supplier, however, may elect to execute an agreement for up to the five year supply with the lowest bidder.

The tube trailer with 12,000 lbs. of Ethylene, tubed to a single CGA 350 pressure regulator must be delivered no later than November 15, 2020.

100195 RFQ SF6 Gas Testing

JEA is seeking a company (the “Company”) to provide SF6 gas testing services for JEA’s fleet of gas circuit breakers (the “Work”). There are 321 circuit breakers to be tested across 52 substations. Gas to be tested in the circuit breakers’ “as found” state. This will most often be closed and in service.

All contractors who intend to perform work in a JEA substation must complete the four hour JEA Substation Safety Class prior to entering a JEA substation.

100091 (RFQ) Facilities Bagged Ice Services for Pandemic and JEA Owned Merchandisers

JEA is seeking Companies to supply and deliver bagged ice at a fixed price on an as needed basis to JEA Ice merchandisers located at approximately twenty-five JEA sites, including Service Centers, Water and Waste Water facilities in and around Jacksonville Florida. These sites are listed in “Appendix B - Response Workbook.” The response workbook represents estimated quantities and is to be used as a guideline and not a guarantee of work. JEA reserves the right to use all or some of the vendors based on supply capability, service and performance. Based on service and performance, JEA reserves the right at its sole discretion, to award or alter different percentages of business for up to three suppliers. JEA reserves the right to discontinue bagged ice service at any time. The following specifications are not intended to supersede Federal, State, or local regulations to which the Contractor must comply; nor are they intended to supersede or contradict content in the contract documents between JEA and the Company.

JEA RFQ 99917 Substation Battery Bank Testing and Inspection

JEA is seeking a company to provide battery testing and inspection services for various JEA substations.


JEA is accepting bids for a three year contract to perform the following tasks in accordance with NERC Standard PRC-005-6. All tasks must be completed within the months listed without exception. The contracted service provider will perform all inspection and testing services, no subcontracting. The contracted service provider will be required to achieve and maintain JEA Safety Prequalification. All employees of the contracted service provider who require entry into substations must complete the 4-hour JEA Substation Safety Training prior to entry. The Substation Safety Training class is offered on the second Wednesday of each month at 8:00 AM at the JEA Westside Service Center. 98931 (RFP) Inspection and Service of First Aid Equipment for JEA

JEA is seeking proposals from qualified firms for monthly inspections and services of first aid equipment located at various JEA facilities and or on JEA vehicles.  The provider shall be required to perform monthly inspection of resources identified within the Technical Specifications located in Appendix A to ensure first aid equipment located at JEA facilities and or on JEA vehicles is in a constant state of readiness and meets or exceeds all regulatory standards and expectations. This RFP covers the provision of service, repair and replacement of items in first aid kits, automatic external defibrillators, emergency eyewash, secondary eyewash, emergency shower stations, and portable emergency oxygen units.
