009-21 (IFB) Jammes Rd. Water Main Installation

The purpose of this Invitation for Bid (IFB) is to select a Responsible Bidder to upgrade approximately 4,000 linear feet (LF) of water main with associated fittings, valves, hydrants, and service piping. Branch water mains fed by the Jammes Rd. water main will be tied back in and stub outs shall be left for future connections. A 4-inch AC water main at 3665 Jammes Rd. that runs east to 3726 Colebrooke Rd. will be cut and plugged upon release of C.O.C. Road restoration will include approximately 190 square yards (SY) of sod, 9,584 SY of milling and resurfacing, 82 SY of sidewalk, and 180 LF of concrete curb and gutter. 007-21 (RFP) Engineering Services for the Monterey Wastewater Treatment Facility (WWTF) Improvements Project

The purpose of this Request for Proposals (RFP) is to select a Qualified Proposer to provide design, bid and post design engineering services to rehabilitate and improve the Monterey Wastewater Treatment Facility (WWTF). This 1997 WWTF provides a secondary treatment at 3.6 MGD rate and it has a permitted outfall to the St. Johns River. There have been no major modifications in the past 20 years. The plan rehabilitation/improvements include, but not limited to: influent screening/pump station, sequence batch reactor (SBR), SBR No. 4 conversion to an aerobic sludge digester, sludge holding, dewatering and truck loading, effluent pump station, effluent equalization tank, electrical and storage building, emergency electrical generator/fuel tank, abandoned odor control system, operation buildings and site improvements. 006-21 (RFP) Facilities Janitorial Service – Open Market for Downtown, Service Centers and Other Sites

The purpose of this Request for Proposals (this “RFP”) is to evaluate and select a firm (“Company” or “Proposer”) to provide the following Janitorial Services to JEA at the following locations (collectively, the "Work" or "Services"):

  • Janitorial Services for the Downtown facilities listed in Appendix B - Proposal Workbook. JEA owns the following buildings in the Downtown area: JEA Tower (Plaza I), Customer Center (Plaza II), Adair Building (Plaza III) and Motor Pool.
  • Janitorial Services for JEA’s Service Centers, and other specific additional facilities including Wellness Centers identified in Appendix B - Proposal Workbook. JEA owns sites primarily in Duval County, with some additional sites in Clay, Nassau, and St Johns Counties.

003-21 (IFB) Ponte Vedra Blvd 6-inch Cast Iron Water Main Replacement

The purpose of this Invitation for Bid (IFB) is to select a Responsible Bidder to install a new water main (WM) along Ponte Vedra Blvd between Corona Rd and Pablo Rd and along Solana Rd between Ponte Vedra Blvd and Rutile Dr. by open trench at the approximate lengths indicated:  7,860 LF of 12-inch PVC DR18, 80 LF of 10-inch PVC DR18, 100 LF of 8-inch PVC DR18, 280 LF of 6-inch PVC DR18 and 240 LF of 6-inch DIP (PC 350). 002-21 (IFB) JEA Forklift Procurement Acquisition

The purpose of this Invitation for Bid (IFB) is to solicit pricing for the purchase of vehicles for the forklift vehicle classes for JEA’s Fiscal Year 21 (Oct 2020 to September 2021) requirements as described in Appendix A to this IFB. All units must be tested and delivered to JEA Fleet Facility (5717 New Kings Road Jacksonville, Florida 32209) in complete operational condition.

The purpose of this solicitation is for JEA to solicit Proposals from companies that are qualified to provide general engineering services for fiber optic route design within electrical transmission and distribution supply space (the “Work” or “Services”). The Work is generally described as performing engineering and design services as requested from time to time by JEA for which the estimated construction cost of each individual project does not exceed $2,000,000.00 or the professional service fees for an individual study do not exceed $200,000.00 as set forth in Florida Statutes Section 287.055, known as the Consultants' Competitive Negotiation Act (CCNA).

JEA is soliciting a third party payment processor to accept walk-in remittances by JEA customers for their utility bills in large retail locations. Examples of acceptable payment locations include grocery store chains, drug store chains, big box retailer chains, banks or credit unions with multiple local branches.

1410190446 (RFP) Turbine Generator Maintenance, Repair and Overhaul Services

The purpose of this solicitation is to contract for turbine, overhaul, maintenance and repair services.  Services include, but are not limited to: steam and combustion turbine repairs and overhaul during outages and during operations. The company will be responsible to provide; tools, equipment, man power, materials and services to support JEA’s steam and combustion turbines.

092-20 (IFB) 5th St W - Imeson Rd to Melson Ave - Trans - New - Force Main

The purpose of this Invitation for Bid (IFB) is to select a Responsible Bidder to provide additional capacity to dual 12-inch force mains (FM) along the project corridor and to minimize sulfide odors at the two, 12-inch FM discharge locations. This will include:

  • 5th and Melson St. manhole replacement
  • upsizing of two adjacent manholes before discharging into 5th and Melson intersection
  • jacking and boring under railroad crossings, Lane Ave, and Edgewood Ave. at 5th St.
  • directional drilling under I-295
  • installation of water main stub-outs
  • installation of FM pipe interconnections between the new 20-inch FM and the existing two 12-inch FMs
  • footprint and service connections establishment for future odor control structure

077-20 (IFB) Construction Services for the Holiday Road Master Pump Station Rehabilitation

The purpose of this Invitation for Bid (IFB) is to select a Responsible Bidder to provide the scope services in this solicitation which includes the replacement of the splitter box in the Holiday Road Master Pump Station (MPS) and by-pass conveyance network. Also included are interior and exterior improvements to the MPS, modifications to the existing pump-out connection, wet pit improvements and site and yard piping improvements. 068-20 (IFB) SCADA Field Services for JEA Water/Wastewater

The purpose of this Invitation for Bid (IFB) is to select a Bidder to provide the scope services in this solicitation which includes, but not limited to providing labor, materials and services necessary for performance of Supervisory control and data acquisition (SCADA) services for JEA. This Technical Specification, together with other solicitation documents will cover the performance of related Work for JEA. Additional information can be found in Appendix A - Technical Specifications.

The Scope of Work shall include, but not necessarily be limited to, furnishing of all supervision, labor and tools required to perform work described below:

  • Radio Path Studies
  • Telemetry inspection
  • Radio supply cable connection testing
  • SCADA system continuity testing
  • Providing radio poles, towers, antennas and other equipment to complete upgrades, repairs and installations on an as requested basis
  • Provide troubleshooting services
  • Provide emergency support and response during outages
  • Supply Radios (Radio communications 900 MHz, 2.4 GHz, and cellular frequencies)

061-20 (RFP) Progressive Design-Build Services for the Southside Services Center (SSSC) Renovation Project

The scope of work for this project includes reformatting and upgrading of all occupied spaces in the warehouse building, including offices, conference rooms, auditorium, break rooms and restrooms; includes finishes, furniture and fixtures. The scope of services includes, but is not necessarily limited to, those listed below. The following items are considered basic to the RFP response:

  • Replace Chiller #1; reconfigure existing FTUs and add new where needed; install new ductwork
  • Upgrade lighting
  • Upgrade finishes including ceiling grid and tile, floor coverings, wall finishes
  • Install new potable water line from right of way to the building
  • Expand men’s restroom
  • Build new breakroom; relocate kitchen out of auditorium
  • Reconfigure space to safely accommodate wellness center, auditorium, all work groups, and meeting rooms.
  • Upgrade exterior doors to meet current wind-resistance standards and current security requirements.
  • In front office, reconfigure break area and restrooms.

Scope also includes upgrade of operating systems: FTUs and related HVAC, plumbing, and electrical; related fixtures (toilets, sinks, light fixtures, etc.). HVAC includes controls; plumbing includes supply and drain/waste/vent lines. A new potable water line is to be installed from the main.

060-20 (RFP) Progressive Design-Build Services for the JEA Utility Training Center (JUTC) Renovation Project

JEA is requesting Responses from qualified Design-Build (DB) firms to provide design and construction services for the renovation of the JEA Utility Training Center (JUTC) facility (the “Work”). The scope of work includes, but is not necessarily limited to, those items listed below which are considered basic to the Solicitation response:

  • Complete reformatting and upgrading of all occupied spaces, including offices, class room, open areas,break room and restrooms; includes finishes, furniture and fixtures. Restrooms need to be expanded and upgraded to meet current ADA requirements for access.
  • Construction of new support and storage spaces, including server room, copy room, and closets/lockable storage.
    Upgrade of all operating systems (HVAC, plumbing, electrical) and related fixtures (toilets, sinks, light fixtures, etc.) HVAC work includes controls; plumbing includes supply and drain/waste/vent lines.
  • Upgrade of warehouse doors and storefront systems to Miami-Dade standards.
  • Upgrade of locksets, keying systems, and card access to building entrances, exits, and gates.
  • Upgrade with new guard shack built to JEA generating station requirements which includes multiple access controlled gates, gate arms, lanes of entrance and exit, and network fiber optic.
