1412069851 (RFP) Construction Services for Miller 230kV Solar Substation

The purpose of this solicitation is to select a contractor to provide Construction Services for JEA’s Miller Solar Substation project. The work consists of installing a new 230kV, 3-element ring bus. A prefabricated control enclosure, which will contain preassembled relay panels, and will be installed at site by a third-party vendor described herein (the "Work").

2. Site Surveying and establish baselines
3. Site Preparation
4. Receive and offload substation packager materials
5. Install foundations for all structures and equipment
6. Install ground grid, ground rods, and equipment ground tails
7. Install conduits/cable trenches
8. Backfill and compact site as necessary
9.Install substation rock
10. Install site access roads
11. Install security fencing and gates
12. Transport JEA provided materials and equipment from JEA storeroom
13. Install 230kV structures, bus, and equipment
14. Install grounds to structures and equipment
15. Finish conduit installation, pull cables, and terminate at yard equipment and inside the control house relay equipment
16. Site Clean-up, sodding/seeding and disposal of debris
17. General inspection by JEA
18. Completion of all punch list items
19. Upon JEA commencing the serving of load but not more than ninety (90) days beyond punch list completion, the Contractor shall inspect all 230kV electrical connections for hot spots.
20. Demobilize

1412071046 (IFB) Georgia St. Substation Pipe-Type Cable Pothead Replacement

The Contractor is responsible for providing all labor, equipment, materials, and supervision required for the construction and commissioning of twelve High Pressure Fluid Filled (HPFF) 115kV pipe-type cable terminations at Georgia Substation in Jacksonville, Florida. This includes the purchase, inspection, unloading, and installation of all materials, including the G&W ATA 139N-HS terminations, which will be shipped to Jacksonville. The HPFF cable system consists of steel pipes with a nominal diameter of 5.5625 inches, containing three copper cables and insulated with .285 inches of insulating paper material. The installation will take place at four separate 69kV circuit termination locations within the substation. The contractor must ensure the proper installation of the terminations, preventing any cable slippage that could affect the use of the supplied lugs. The contractor is also responsible for site cleanup, including the disposal of oil, boxes, old terminations, and other debris from both this and a previous termination project.

The purpose of this solicitation for the RiverTown Storage Tank and Pumping System – Phase I (this “Solicitation”) is to select a vendor to provide construction services for the project. Phase I includes clearing and grading the greenfield site, installing erosion-control measures, stormwater improvements, and below-grade piping, as well as constructing two 1.5-million-gallon prestressed concrete ground storage tanks with associated appurtenances, testing, and as-built documentation. The Phase I contractor must also coordinate site access and activities with the forthcoming Phase II contractor, including providing temporary piping and reclaimed water connections for tank watertightness testing and supporting concurrent activities, as described in this Solicitation (the “Work”), to ensure JEA achieves the best combination of pricing, quality, design, and workmanship.

1412056846 (RFP) Design Services for the Southwest WRF - Expansion from 16 MGD to 18 MGD

The purpose of this solicitation for Design Services for the Southwest WRF - Expansion from 16 MGD to 18 MGD (this "Solicitation") is to evaluate and select a vendor to provide Professional Engineering Services for the expansion from 16 to 18 MGD to improve capacity and system reliability. Upgrades, include the addition of a new mechanical screen and enhancements to the grit removal system at the headworks. In the Biological Nutrient Removal (BNR) area, BNR1 will be demolished and replaced with a new treatment train, along with improvements to mixers, pumps, blowers, and flow measurement systems. A new secondary clarifier will be constructed, and existing control panels and pumps will be replaced. The filtration and UV disinfection systems will be modernized with a new filter structure, backwash pumps, a crane, and upgraded UV equipment. Additional improvements include upgrades to lift stations, effluent blending systems, site drainage, biosolids pumps, force mains, chemical feed systems, sludge holding tanks, and in-plant reuse piping. Electrical and instrumentation systems will be updated to ProfiNet-based controls, and evaluations will be conducted on the electrical building, generator, and fuel tank. The project also includes construction of a new bathroom and office space in the maintenance building, installation of cranes, and yard piping upgrades to support the increased flow capacity. Core tasks include design, permitting, project management, post-design support, and updates to the operations and maintenance manual as described in this Solicitation (the "Work") and to determine the best method for JEA to procure the Work with regards to pricing, quality, design, and workmanship.

The purpose of this solicitation for the Nocatee North Reclaimed Water Storage Tank (the "Solicitation") is to evaluate and select a vendor to provide all labor, equipment, and materials, and to perform all operations necessary for the complete construction of the Nocatee North Reclaimed Water Ground Storage Tank (GST), in accordance with the applicable plans, specifications, and contract terms and conditions. The completed work shall be fully functional and ready for use.

The scope of work includes, but is not limited to:

• Construction of a new 3.55-million-gallon (MG) prestressed concrete ground storage tank (GST)
• Installation of primary electrical system upgrades to accommodate the new GST and associated controls
• Installation of new yard piping, including demolition and abandonment of existing piping
• Demolition and removal of the existing 1.0 MG steel GST
• Abandonment of the existing pond and construction of a new pond
• All required civil and site work
• Installation of specified landscaping features
• Restoration of all disturbed areas to pre-construction conditions or better
