1410764646 (RFP) Construction Management-at-Risk (CMAR) Services for the SIPS – Greenland 30” WM, Davis 30” RWM & Burnt Mill 24” FM Projects

The purpose of this Request for Proposals (RFP) is to select a qualified proposer to provide Construction Manager at Risk (CMAR) services during design and construction of the Southside Integrated Piping System, (SIPS) - Greenland - Southside Blvd - Deerwood 3 to Greenland WTP 30” Water Main, Davis - Gate Pkwy to RG Skinner - 30” Reclaim Water Main and Burnt Mill Road 24” Force Main.

For each area/project, the initial scope of work will consist of pre-construction phase services such as design and constructability reviews, construction phase sequencing, coordination, maintenance of traffic, and maintenance of utility operations pre-planning, alternatives evaluations, cost estimating and cost control (value engineering) services, project schedule development, and preparation and submission of an “open-book” Guaranteed Maximum Price (GMP) proposal for construction phase services.

For each area/project, the contract shall be amended to include construction phase services following negotiation of a mutually acceptable GMP. The contract may be amended to include construction phase services in multiple phases. During the construction phase, the CMAR shall serve as the single point of responsibility for construction of the work in strict accordance with the contract documents.

The SIPS – Greenland – Southside Blvd – Deerwood 3 to Greenland WTP 30” Water Main scope of work is expected to generally include the following:
• Approximately 41,200 LF of 30-inch raw water transmission piping and fittings.
• New 1.1 Mgal prestressed concrete storage tank and associated piping at the Greenland Water treatment plant.
• Water Quality Monitoring Station
• Greenland WTP SIPS Intertie Station
• Supervisory Control and Data Acquisition (SCADA) System
• Multiple trenchless crossings involving horizontal directional drill and/or auger jack and bore crossings of wetlands and major intersections.

The Davis - Gate Pkwy To RG Skinner – Reclaim Water Main scope of work is expected to generally include the following:
• Approximately 16,300 LF of 30-inch reclaim water transmission piping and fittings.
• Multiple trenchless crossings involving horizontal directional drill crossings of wetland.

The Burnt Mill 24” Force Main scope of work is expected to generally include the following:
• Approximately 1,150 LF of 24-inch PVC sewer force main transmission piping and fittings

• A JEA Standard Class II Duplex Submersible Pump Station at the 5825 Robitzsch Lane parcel to allow existing wastewater flows to be diverted to the pump station
• Complete electrical and instrumentation improvements to the existing 7703 Blanding Boulevard Pump Station
• Associated demolition, utility relocations, bypass pumping, paving work, and associated improvements

JEA is soliciting Bids for the engineering, design, fabrication, and installation of inlet liner system (including insulation) in sections D, E, and F of the transition duct liners for two gas turbine unit as described herein. This specification also covers demolition and removal of the entire existing liner in sections D, E, and F of the transition duct. The awarded Company is to furnish all labor, supervision, material, cranes, subcontracts, etc. to engineer, design, fabricate, deliver to the site, unload, and install new replacement liner, hardware, and insulation system for sections D, E, and F of each Heat Recovery Steam Generator (HRSG) transition duct in its entirety (4 surfaces).

1410647846 (RFQ) Security Services for JEA Step 1 - Request for Qualifications

The Request for Qualifications (RFQ) is Step 1 where JEA will evaluate a company’s qualifications. JEA is requesting companies to submit their qualifications (the “Qualifications Package”) to develop a list of qualified companies (the “Qualified List”).  JEA has provided a copy of the DRAFT Appendix A – Technical Specification (Scope of Services) for company’s consideration.  The final approved Appendix A will be issued with the Step 2 bid process to the Qualified Companies.

The companies on the Qualified List will be eligible to participate in the second step bidding process (Step 2) for security services.

Participation in this RFQ process in no way guarantees any future business partnerships with JEA. At any time, JEA may alter or discontinue this RFQ process at its own discretion.
