The purpose of this solicitation for the Wetland Mitigation Bank (this Solicitation) is to evaluate and select a vendor to provide comprehensive wetland mitigation bank development and management services. The scope of work includes reviewing and finalizing a conceptual pro forma and multi property development strategy for a mitigation bank to meet JEA’s future wetland credit needs; designing, permitting, and constructing the bank, including preparation of the federal Prospectus; developing and implementing passive public recreational opportunities as allowed by regulatory agencies; selecting and managing all contractors, consultants, and firms needed for ecological, construction, surveying, and related services; overseeing ongoing bank maintenance, ledger management, and permit compliance, including required agency reporting; achieving all success criteria and securing agency concurrence for final credit release; transitioning the bank into perpetual management; and serving as project manager and owner’s representative to lead all communications, presentations, reports, briefings, and regulatory coordination. The Respondent’s project team must include a professional wetland scientist or Florida Certified Wetland Evaluator, along with a professional engineer, hydrologist, or geologist, either in-house or through a qualified partner whose credentials and justification for partnering are provided. The Respondent must also be able to attend in person meetings with JEA and regulatory agencies within five business days of a request as described in this Solicitation (the Work) and to determine the best method for JEA to procure the Work with regard to pricing, quality, design, and workmanship.

The work consists of installing a new 230/26 kV power transformer (T2) and associated low-side breaker. This will include the installation of three distribution feeder breakers (Feeders 233, 234, & 235). Install new station service on the T2 bus and terminate on the Station Service Transfer Switch with existing T1 bus station service.

11. Backfill and compact site as necessary
12. Install substation rock
13. Transport JEA provided materials and equipment from JEA storeroom

16. Finish conduit installation, pull cables, and terminate at yard equipment and inside the control house relay equipment
17. Site Clean-up, sodding/seeding and disposal of debris
18. General inspection by JEA
19. Completion of all punch list items
20. Upon JEA commencing the serving of load but not more than ninety (90) days beyond punch list completion, the Contractor shall inspect all 230kV electrical connections for hot spots.
