The purpose of this Request for Proposal (RFP) for St. Johns River Power Park (SJRPP) Unit 3 Combined Cycle (this "Solicitation") is to evaluate and select the most qualified Company to provide Engineering, Procurement and Construction services as described in this Solicitation (the "Work") more specifically identified in Appendix B – EPC Technical Specifications.

Capitalized terms used in this Solicitation without definition shall have the definitions given to them in Appendix A – Form of Contract and Appendix B – EPC Technical Specifications of this Solicitation.

1412154446 (RFP) Design Services for Normandy Village Utility (NVU) Sanitary Sewer System

The purpose of this solicitation for Engineering Services for the Community Development Block Grant Disaster Recovery (CDBG-DR)-funded Normandy Village Utility Infrastructure Repair Project (this "Solicitation") is to evaluate and select a vendor to provide Engineering and Construction Inspection Services to evaluate and upgrade the Normandy Village Utility sanitary sewer system.

The proposed project involves replacement and rehabilitation of existing gravity sewer mains, force mains, manholes, and the installation a new force main to connect to JEA’s collection system, rehabilitation of up to four existing pump stations, and one new pump station to allow for the redirection of all wastewater flows to JEA’s existing wastewater treatment facility as described in this Solicitation (the "Work") and to determine the best method for JEA to procure the Work with regards to pricing, quality, design, and workmanship. JEA is in the process of soliciting a separate grant administrator to assist JEA with the grant. The selected design firm will be required to coordinate CDBG requirements with the selected grant administrator.

Grant Funding: This project is funded through the Florida Department of Commerce's Rebuild Florida Infrastructure Repair Program with CDBG-DR funds allocated in response to Hurricanes Idalia, Debby, Helene, and Milton (2023-2024 storms).

The purpose of this solicitation for Grant Administration Services for the Community Development Block Grant - Disaster Recovery (CDBG-DR) Funded Normandy Village Utility Infrastructure Repair Project (this "Solicitation") is to evaluate and select a vendor to provide grant administration and compliance services as described in this Solicitation (the "Work") and to determine the best method for JEA to procure the Work with regards to pricing, quality, design, and workmanship.

The proposed project involves the abandonment of the NVU wastewater treatment facility, rehabilitating approximately 30,689 linear feet of existing gravity sewer mains, 4,350 linear feet of force main, 254 manholes, and the installation of approximately 1,300 linear feet of new force main to connect to JEA's collection system, rehabilitation of up to four existing pump stations, and one new pump station to allow for the redirection of all wastewater flows to JEA's existing wastewater treatment facility.

Grant Funding: This project, and any contract awarded under this Solicitation, is funded solely through the Florida Department of Commerce's Rebuild Florida Infrastructure Repair Program with Community Development Block Grant - Disaster Recovery (CDBG-DR) funds allocated in response to Hurricanes Idalia, Debby, Helene, and Milton (2023-2024 storms).

No other funding source is currently identified for this project. All work performed, costs incurred, and reimbursements requested under this Solicitation and resulting Contract must comply with all applicable CDBF-DR, HUD, Florida Commerce, and 2 CFR Part 200 requirements.

The proposed JEA Church Street 69-kV Relocation Project consists of the relocation of the underground (UG) segment of existing 69-kV transmission line, Circuit 601, due to anticipated Florida Department of Transportation (FDOT) improvements to Interstate 95. The relocated UG transmission line will connect Church Street substation to an existing concrete cable riser pole at the intersection of Church Street and Eaverson Street in Jacksonville, Florida. The UG transmission line will be approximately 1,560 feet (0.29 miles) long and will consist of a single circuit, concrete encased duct bank installed via open cut trench.

1412134647 (RFP) Discharge Basin Dredging for JEA at Northside Generation Station (NGS)

JEA is seeking a qualified contractor to remove silt and organic material from Northside Generating Station’s discharge flume with clamshell dredging. The flume is a concrete structure, approximately 650 ft long, 45 ft wide and 30 ft deep. Over the last decade material from the river has been accumulating in the discharge basin, settling in the structure from the river water used for cooling. A hydrographic survey completed in December of 2024 estimates 10,264 cubic yards of material within the basin. JEA would like the level of material brought to the invert of the discharge pipe at elevation -28 ft to prevent damage to the support pilings. Removed material can disposed of in the gaps between the discharge basin and inlet flume.

1412129646 (RFP) Construction Management at Risk (CMAR) for General Construction Services

The purpose of this solicitation is to establish continuing contracts for Construction Management at Risk (CMAR) for General Construction Services Projects (this "Solicitation"). Work will be assigned to selected CMARs through individual Task Orders, as may be negotiated and assigned, and which may include new construction, renovation, renewal, replacement, building maintenance, equipment installation, utility work and other miscellaneous projects and the Estimated Construction Costs for each individual project in a continuing contract as defined in 255.103(4), Florida Statutes, as amended from time to time.

Respondents to this RFP must have proven expertise and extensive experience in the CMAR execution process related to water, wastewater, and reclaimed water infrastructure including, but not limited to, construction management of pumping stations, water treatment facilities, and wastewater treatment facilities and improvements. Self-performing and emergency projects may be requested by JEA. The selected continuing CMAR firms under this RFP will cover a period of 5 years from the date of execution of the underlying Contract.
 

JEA will issue Task Orders on an as-needed basis for individual projects throughout the contract term. Each Task Order will define the specific project scope, budget, schedule, and deliverables. CMARs may be assigned Task Orders based on project type, complexity, availability, past performance, and JEA's assessment of best fit foreach project. There is no guarantee of a minimum or maximum number of Task Orders or dollar value of work to any CMAR during the contract term.

• Cisco CUCM (Cisco Unified Communications Manager)
• Cisco WebEx Calling
• Interactive Voice Response (IVR) applications
• Contact center routing and call flows
• Integrated call recording and reporting systems

Operational responsibilities may include:

• Tier 3 engineering escalation support
• Vulnerability remediation and patching support
• Operational troubleshooting and break-fix support
• On-site operational support integrated with JEA staff
• Support during major operational events such as hurricanes or severe weather
• Support for remote facility outages during nights or weekends

• Coordination with JEA's ServiceNow ticketing system for incident management

Vendors should assume that all operational work will be performed within JEA's existing ServiceNow ticketing platform.

External ticketing or support platforms are outside the scope of services.
