JEA Celebrates Milestone in Multi-Year Buckman Residuals Management Facility Project

Jacksonville, FL - JEA marked a major milestone in the overhaul of its Buckman Residuals Management Facility’s biosolids system. The improvement project, which began in November 2020, will enhance reliability, expand capacity and support future customer growth.
JEA held a “topping out” luncheon to commemorate the midway point in construction of the Buckman Wastewater Treatment Facility’s biosolids building. The project modernizes the Buckman biosolids system, replacing infrastructure dating to the 1970s and upgrading systems in operation for more than 20 years. The facility will process biosolids from all 12 JEA water reclamation facilities, making it a vital component of Northeast Florida’s wastewater treatment operations.
The Buckman project consists of a series of improvements with construction managed by Wharton-Smith, Inc. and engineering by Carollo Engineers. The projects have enhanced the facility with new and upgraded components, including:
- New Cake Unloading Facility
- Fine Screen Replacements
- New UV Disinfection System
- Upgrades to Operations and Maintenance Buildings
The final phase of the project is expected to be completed in early 2029, marking the culmination of JEA’s $419 million investment in improvements to the Buckman facility. For more information about JEA’s infrastructure investments, visit jea.com/capitalprojects.
