In the aftermath of the 2023 and 2024 storms, the United States Department of Housing and Urban Development (HUD) provided funding for the Community Development Block Grant - Disaster Recovery (CDBG-DR) to the State of Florida to address unmet disaster recovery needs related to damage from Hurricanes Idalia, Debby, Helene, and Milton, and the 2024 North Florida Tornadoes. Florida allocated $400 million to fund infrastructure restoration and improvement projects in communities impacted by these storms. The Florida Department of Commerce (FloridaCommerce) is the governor-designated state authority responsible for administering these funds. Funds can be used in a wide range of activities related to disaster relief and mitigation of risk associated with such activities.

NVU Project Description

On July 7, 2025, Normandy Village Utility Co-op, Inc. notified the Florida Public Service Commission and the City of Jacksonville (COJ) of its intent to abandon the Normandy Village Utility (NVU) water and sewer systems. JEA is now responsible for operating, maintaining, and determining the long-term disposition of NVU, which is anticipated to include connection to JEA’s broader system. The proposed project and any grant funds awarded, however, would be restricted to restoration and rehabilitation of the NVU systems within the benefited area.

  1. System Rehabilitation and Resilience Improvements (grant-related activities). Grant funds will be used to focus on storm damage repair and future storm resilience.
    • Gravity Collection System Rehabilitation: Approximately 30,689 linear feet of pipe rehabilitation that is targeted for cost efficiency purposes, 254 manholes to be rehabilitated, and 4,350 LF of cast iron (CI) force main (FM) replacement
    • Pump Station Rehabilitation: The design and construction of four existing pump stations in the collection system.
    • Redirection of Flow to JEA: The installation of a new Class II master pump station at the WWTF along with approximately 1,300 LF of forcemain to discharge into JEA’s existing collection system.
  2. Design, Permitting, and Construction: Engagement of consultants and contractors to supplement JEA staff for design-bid-build delivery of the replacement work, in compliance with grant procurement requirements.
