JEA Assumes Ownership of Normandy Village Utilities

A receivership is a legal process intended to avoid interruption of water and/or sewer service to the customers of an abandoned utility. A receiver is appointed by the court to operate the abandoned utility and to determine how to finally dispose of the utility system in a way that continues utility service. 

On July 7, 2025, Normandy Village Utility Co-Op, Inc., the owner and operator of the Normandy Village Utility (NVU) water and sewer systems, provided legal notice to the Florida Public Service Commission and the City of Jacksonville that it intended to abandon the NVU water and wastewater systems due to expenses exceeding revenues. Florida law, then, required that a receiver be appointed by the court to avoid interruption of service to NVU customers due to the abandonment. The court has appointed JEA as receiver to operate and maintain the NVU system until it disposes of the property of the utility.

JEA became the receiver of the NVU water and sewer systems effective September 5, 2025. 

During this receivership, JEA will control, operate, and maintain the NVU systems but will not have final ownership of the utility or its infrastructure. JEA will determine the final disposition of the NVU systems as part of the receivership.  

Ownership of the Normandy Village Utility (NVU) water and sewer systems will be decided by the Court system. Several legal steps must occur before ownership can be finalized, and there is no set timeline.  

The receivership ensures that NVU customers will continue to receive uninterrupted water and sewer service throughout the receivership period and until a new system owner is established.  

Planned work includes system assessments such as smoke testing and targeted repairs to manholes and sewer lines to improve service and reliability. Additional improvements will depend on available funding. JEA has applied for federal and state grants to support NVU system upgrades, which, if awarded, will allow improvements to occur more quickly.  

JEA has restored adequate water flow to fire hydrants and will continue to assess and repair hydrants as needed.  

Your water and/or sewer rates are NOT changing at this time. JEA will provide notice before any change in rates, as may be required by law. 

Your final bill from NVU will be sent on 9/05/25, payment due on 9/12/25. Beginning in October, you will be billed monthly for water and/or sewer services by JEA as receiver for the NVU system.  

An Environmental Charge helps cover costs for services such as waste and stormwater management and cleanup activities required by environmental regulations.  

If a customer has both water and sewer services, the Environmental Charge equals 4.75 percent of the base charge and the sewer charges plus $22.00. If a customer has only water services, the Environmental Charge equals $10.00. 

The Public Service Tax, or PST, is a City of Jacksonville tax that applies to specific utility services. A 10% PST applies to water and irrigation charges. It applies to the base charge, which is a fixed fee for having service, and the usage charge, which is based on the amount of water used. The PST also applies to the environmental charge for sewer service. The PST does not apply to sewer service charges, such as the base sewer fee or any usage charges related to sewer treatment. 

We will accept cash, check, and money order payments for your water and/or sewer bills. Checks and money orders should be made payable to NVU.  

Payments will ONLY be accepted in person or by mail at the current NVU office. ONLY water and/or sewer payments will be accepted at the current NVU office. 

JEA customer advisors will be at the NVU Office Monday - Friday, 9:00 a.m. - 1:00 p.m. and 2:00 p.m. to 5 p.m. to answer questions and accept payments.   

Yes, meters will be read monthly, and your bill will be based on the amount of water consumed. 

Meters are being assessed and repaired to ensure accurate readings for your water and/or sewer usage. 

You should not experience any disruptions to service; however, we may need to temporarily turn services off if repairs are being made. 

Each property’s eligibility for connection to the city sewer system must be evaluated individually. Please contact JEA for an assessment of your specific situation.

JEA relocated the NVU customer office after carefully evaluating several factors, including the cost of maintaining the current location and the need to ensure a safe, accessible environment for both customers and employees.

The new location was chosen because it best supports customer needs while providing a safe and functional space for JEA operations.
