In the aftermath of the 2023 and 2024 storms, the United States Department of Housing and Urban Development (HUD) provided funding for the Community Development Block Grant - Disaster Recovery (CDBG-DR) to the State of Florida to address unmet disaster recovery needs related to damage from Hurricanes Idalia, Debby, Helene, and Milton, and the 2024 North Florida Tornadoes. Florida allocated $400 million to fund infrastructure restoration and improvement projects in communities impacted by these storms. The Florida Department of Commerce (FloridaCommerce) is the governor-designated state authority responsible for administering these funds. Funds can be used in a wide range of activities related to disaster relief and mitigation of risk associated with such activities.
Procurement activities for grant management services and construction projects have not yet begun. Information will be shared here once solicitations are released.
JEA maintains policies to ensure grant funds are administered in compliance with all applicable federal, state, and local requirements. These policies promote transparency, fiscal responsibility, competitive procurement, and equitable participation.

On July 7, 2025, Normandy Village Utility Co-op, Inc. notified the Florida Public Service Commission and the City of Jacksonville (COJ) of its intent to abandon the Normandy Village Utility (NVU) water and sewer systems. JEA is now responsible for operating, maintaining, and determining the long-term disposition of NVU, which is anticipated to include connection to JEA’s broader system. The proposed project and any grant funds awarded, however, would be restricted to restoration and rehabilitation of the NVU systems within the benefited area.
