On July 7, 2025, Normandy Village Utility Co-op., the owner and operator of Normandy Village Utility (NVU) water and sewer systems, provided legal notice to the Florida Public Service Commission and the City of Jacksonville that it intended to abandon the NVU water and sewer systems. In response, the City of Jacksonville filed a petition requesting the Court appoint JEA as receiver of the NVU water and sewer systems.

On September 5, 2025, JEA became the receiver of the NVU water and sewer systems. During this receivership, JEA will control, operate, and maintain the NVU system but will not have final ownership of the utility or its infrastructure.

On December 18, 2025, Florida Department of Commerce awarded a $20 million grant to JEA on behalf of Normandy Village to support the rebuilding of the community’s wastewater infrastructure. Read more here

What is a Receivership?

A receivership is a legal process intended to avoid interruption of water and/or sewer service to the customers of an abandoned utility. A receiver is appointed by the court to operate the abandoned utility and to determine how to dispose of the utility system in a way that continues utility service.
