Project Objective

A contractor working for JEA (Petticoat-Schmitt Civil Contractors, Inc.) is continuing work to install a new sanitary sewer force main and replace existing gravity sewer main along 5th Street from Imeson Street to Melson Avenue.

JEA is replacing the gravity sewer main and installing the additional force main to ensure the reliability of the JEA sewer system and to provide for future growth in the area. Sanitary sewer force mains are pressurized sewer pipes used to transport sewage to JEA wastewater treatment plants. Failures to sewer mains can potentially cause major sewer back-ups, environmental harm and roadway issues.  

Construction Conditions

Construction is taking place in the City of Jacksonville rights-of-way and easements. Please see the overall project map below.

Temporary Road Closure & Detour - W. 5th Street (N. Edgewood Ave to Detroit St)

For the safety of our crews and the general public, the contractor is required to temporarily close and detour traffic on W. 5th Street from N. Edgewood Avenue to St. Clair Street while the new sewer main is installed. Please be advised that the contractor will be working extended hours to include evening and weekends to ensure the completion of this project before the first day of school (August 14th).

  • Anticipated Start Date: June 24, 2023*
  • Estimated Completion Date: August 11, 2023*
  • Normal Work Schedule: 7 a.m. to 7 p.m.* (including weekends)

Electronic message boards will be placed to alert motorists of the temporary road closure. Please observe all construction signs, detours and general directions provided by the crews working on-site.

This project will not affect the normal daily operations of James Weldon Johnson Middle School and Biltmore Elementary. Access for each school will be maintained, however, please plan ahead for possible traffic delays. We apologize in advance for any inconvenience caused by this important infrastructure improvement project.

Temporary Road and Lane Closure Notifications

For the safety of our crews and the general public, temporary road closures and detours will occur throughout the project. JEA will notify residents and businesses of the closures via email and message boards prior to the closures. Residents, businesses and their customers will have access to their properties and be permitted to drive (with caution) within the project work area. 

Restoration of the Project Area

Restoration of the project area will begin after the new sewer line has been installed, tested and cleared for use. Upon completion of the project, any existing pavement, grass, curb, gutter, driveways or sidewalks affected during construction will be returned pre-construction condition.
