5th Street - Imeson to Melson Sewer Improvement Project

A contractor working for JEA (Petticoat-Schmitt Civil Contractors, Inc.) is continuing work on a project to install a new sanitary sewer force main along 5th Street from Imeson Street to Melson Avenue. JEA is installing the additional force main to ensure the reliability of the JEA sewer system and to provide for future growth in the area. Sanitary sewer force mains are pressurized sewer pipes used to transport sewage to JEA wastewater treatment plants.
Construction is taking place in the City of Jacksonville rights-of-way and easements. Please see the overall project map below.
5th Street Temporary Road Closure - September 6th - Late October
For the safety of our crews and the general public, we will be required to temporarily close W. 5th Street between Melson Avenue and Clayton Road to thru traffic while the new sewer main is installed.
Residents, businesses and their customers will have access to and will be permitted to drive (with caution) within the project area, with the exception of W. 5th Street at the intersections of Lane Avenue, N. Edgewood Avenue and W. Palm Avenue. These intersections will be temporarily closed and traffic detoured while we install the new sewer line under the roadway. 5th STREET – MELSON AVENUE TO CLAYTON ROAD – TEMPORARY ROAD CLOSURES

Normal Work Hours: 7 a.m. to 7 p.m.* (Road Closures and Detours 24-7)

Electronic message boards will be placed to alert motorists of the temporary road closure. Please observe all construction signs, detours and general directions provided by the crews working on site.
This project will not affect the normal daily operations of James Weldon Johnson Middle School and Biltmore Elementary School. Access for each school will be maintained, however, please plan ahead for possible traffic delays. We apologize in advance for any inconvenience caused by these utility improvements.
This construction will not impact your normal JEA electric, water and/or sewer service.
Temporary Road and Lane Closure Notifications
For the safety of our crews and the general public, temporary road closures and detours will occur throughout the project. JEA will notify residents and businesses of the closures via email and message boards prior to the closures. Residents, businesses and their customers will have access to their properties and be permitted to drive (with caution) within the project work area.
Restoration of the Project Area
Restoration of the project area will begin after the new sewer line has been installed, tested and cleared for use. Upon completion of the project, any existing pavement, grass, curb, gutter, driveways or sidewalks affected during construction will be returned pre-construction condition.
