Melba Street Water Improvement Project

Project Objective
As part of the Galvanized Pipe Replacement Program to modernize more than 200 miles of JEA’s existing potable water distribution system, a contractor working for JEA (Petticoat-Schmitt Civil Contractors) is working on a project to upgrade and replace portions of the existing water lines on Melba Street, College Place, College Street, Green Street, Nelson Street, Owen Avenue, Plum Street and Solstice Street.
These pipes are approaching the end of their useful service lives and need to be proactively replaced to ensure the reliability of the JEA water system in the area. When completed, this project will provide increased water pressure, enhanced fire protection and improved system reliability.
Please note, normal working hours are 7:00 a.m. to 5:00 p.m. However, there may be occasions where crews are required to work evening/overnight hours and weekends to avoid heavy traffic periods.
Construction Conditions
For the safety of our crews and the general public, there will be times when roads will be temporarily closed to thru traffic, and street parking will limited while crews are installing the new water lines. Please see the work area map below.
Residents, businesses and business patrons will have access to their homes and businesses, and will be permitted to drive (with caution) within the project area. There may be times when driveways are temporarily blocked while crews are working directly in front of homes or businesses.
Please observe all construction signs, detours and general directions provided by the crews working on-site. We apologize in advance for any inconvenience caused by this construction work.
Planned Water Outages
Some customers may experience minor interruptions to their water service. JEA will notify customers at least 48-hours prior to any planned water outages.
Paving - Temporary Road Closures
The contractor will be paving portions of the project area where new water lines have been installed.

JEA is requesting that residents within the project boundaries remove all vehicles and trash receptacles from the street when crews are actively working. Crews will knock on doors notifying customers of any obstructions that may need to be removed. However, any vehicles left on the street and not removed prior to the work on their respective streets may be moved (towed) out of the immediate work area.
JEA encourages drivers to plan ahead for traffic delays in this area. Residents will have access to their properties and will be permitted to drive (with caution) within the project work area. Please observe all construction signs, detours and general directions provided by the crews working on-site.
Restoration of the Project Area
Restoration of the project begins after the new water line has been installed, tested and cleared for use. Upon completion of the project, any existing pavement, grass, curb, gutter, driveways or sidewalks affected during construction will be returned to its pre-construction condition.
