Herschel Street Electric Improvement Project

Project Objective
JEA is continuing work on a project to replace and upgrade the power lines and electrical equipment in the Avondale area. This project is occurring in multiple phases, with Phase 2 taking place on St Johns Avenue between Talbot Avenue and McDuff Avenue.
This work includes replacing any outdated or deteriorating power poles along the project route, as well as installing new conductors, trip savers, and hook switches. Once complete, these upgrades will increase the system’s capacity to handle higher electrical loads, improve reliability for customers, and support future growth in the area.

Construction Areas
The work will occur along the City of Jacksonville rights-of-way and utility easements and will not involve the individual electric meters for homes or businesses.
Construction Conditions
Residents can expect large utility trucks in the area as work progresses. Prior to placement, utility poles may be dropped off or temporarily staged in the public right-of-way. Customers may experience some detours and lane closures around the work area while this work is in progress. Traffic control personnel may be utilized to help direct traffic around the construction area.
There may be times when driveways are temporarily blocked while crews are working in the immediate area. Crews will knock on doors to provide time to move vehicles prior to blocking any driveways. Please observe all construction signs, detours and general directions provided by the crews working on-site.
Tree Trimming and Vegetation Management
Planned Power Outages
St. Johns Avenue Planned Power Outages & Overnight Work - 11/30-12/19
Crews will be working to complete installation of the new electric line in this phase, and once completed, they will transfer service to the newly installed line. As a result, some customers along the project route may experience a brief overnight power outage of 1-2 hours during this process.
For the safety of crews and the public, we will be required to temporarily route traffic around the work area on St. Johns Avenue between Talbot Avenue and McDuff Avenue while crews are actively working. The Jacksonville Sheriff’s Office (JSO) will be on site to assist with traffic. This work is being completed overnight to minimize disruption during peak traffic periods.
