A contractor working for JEA, T B Landmark Construction, Inc., will soon begin construction to install a new sanitary sewer force main and replace an existing water main in the Beverly Hills and Christobel areas. The completion of this sewer force main project is critical for providing service to the Beverly Hills (West) Septic Tank Phase Out project which is anticipated to start construction in summer 2021. Sewer force mains are necessary to transport sewage from JEA sewer pump stations to our sewer treatment facilities.
The existing water main is being replaced as it has reached the end of its useful service life. When completed, the new main will provide better water pressure and reliability.
This project includes the installation of 7,473 linear feet of sanitary sewer force main and the replacement of 5,446 linear feet of existing galvanized water main. Please see the below map for an overview of the project pipe installation route.
Please note, this project is necessary for, but independent of, the upcoming Beverly Hills Septic Tank Phase Out Program.
Construction will primarily occur in the City of Jacksonville and Florida Department of Transportation’s (FDOT) rights of way, roads and easements. The contractor will be required to temporarily close and detour portions of roads to thru-traffic to complete the installation of the new sewer force main and water main. These closures are necessary for both the safety of the workers and the general public.
Residents and businesses that reside within the project boundaries will be provided access and are permitted to drive (with caution) within the construction area. There will be times during the day when customers may have limited access when the contractor is working directly in front of homes or businesses.

For the safety of our crews and the general public, Oriole Street between Palmdale Street and Gandy Street will be temporarily closed and traffic detoured from March 17th to March 31st while the sewer line is being installed (please see work area map below). Access to the Pine Hill Apartments will be maintained. Other motorists are encouraged to use Lake Park Drive or Orlando Avenue to avoid the construction area.
Roads will be temporarily closed to thru traffic. However residents will have access to their homes and will be permitted to drive (with caution) through the construction area. Please observe all construction signs, detours and general directions provided by the crews working on-site. We apologize in advance for delays caused by this work.
Some customers will experience minor interruptions to their water service. JEA will notify customers 48 hours prior to any planned outages. Residents may also experience a brief (10 to 15 minutes) outage while crews transfer customers from the old water service to the new water service.
Restoration of the Project Area
Restoration of the project area will begin after the sewer line has been tested and cleared for use. Upon completion of the project, any existing pavement, concrete (sidewalks & driveways), grass, landscaping, or irrigation impacted during construction will be returned to its pre-construction condition.
