Project Objective

JEA completed a multi-phase project to upgrade the existing aging sanitary sewer infrastructure that is located in the streets of the South Shores neighborhood. These existing sewer pipes had reached the end of their useful service lives and needed to be proactively replaced to increase the reliability of the sewer system and to prevent any future sewer main breaks. Failures to sewer lines can potentially cause major sewer back-ups, environmental harm and roadway issues.

Contractor crews from Insituform Technologies completed this work using a trenchless lining technology that allows for the rehabilitation of the existing pipe with minimal disruption to the community. However, this type of project does require occasional 24-hour work to complete the pipe lining process.

Temporary Sanitary Sewer By-Pass Line

In order to complete the lining process, JEA had to remove the contents of the pipe (sewage) while the old pipe was cleaned and the new pipe lining was installed. To do this, JEA was required to install a temporary, above ground sewer by-pass piping system to divert the gravity sewer during the lining process. This sewer by-pass line was installed along the drainage ditch beginning on Olive Street at Tiber Avenue, along Palmer Terrace, Call Street and Nicholson Avenue until reaching the utility easement behind Bishop Kenny High School (see maps below). 

JEA was required to install a pump that will run 24 hours a day at the intersection of Olive Street and Tiber Avenue and at the intersection of Palmer Terrace and Call Street. These pumps were needed to move sewage from the existing pipe through the temporary bypass line. 

Construction Conditions

Construction will primarily occur in the City of Jacksonville rights of way, roads and easements. Crews will be required to temporarily close portions of area roads to thru-traffic to complete the installation of the new sewer main and bypass line. These closures are necessary for the both the safety of the workers and the general public. 

Residents who reside within the project boundaries will be provided access to their homes and are permitted to drive (with caution) within the construction area. There will be times during the day when customers may have limited access when the contractor is working directly in front of homes or businesses. This construction will not affect your normal water, sewer or electric service. The temporary bypass pumps will continue to operate 24-hours a day to move sewage from the existing pipe through the temporary bypass line.

Please observe all construction signs, detours and general directions provided by the crews working on-site. JEA will continue to provide updates on road closures and detours throughout the life of the project.

Restoration of the Project Area

Restoration of the project area began after the new sewer main has been installed, tested and cleared for use. Upon completion of the project, any existing pavement, grass, curb, gutter, driveways and/or sidewalks affected during construction will be returned to its pre-construction condition.
