    CCR Rule Compliance Data and Information

    On April 17, 2015, the U.S. Environmental Protection Agency (EPA) published its final rule addressing the disposal of coal combustion residuals (CCRs) generated from the combustion of coal at coal-fired power plants to produce electricity. The CCR Rule imposes various design, operating, groundwater monitoring, closure, post-closure care, and record-keeping requirements to ensure the continued safe operation of CCR disposal units, such as landfills and surface impoundments, across the nation.  

    St. Johns River Power Park

    The recently decommissioned St. Johns River Power Park (“SJRPP”) consisted of two coal fired steam-electric generation units, designated Units 1 and 2, with a nominal generating capacity of 1,380 megawatts. The primary CCRs generated at SJRPP were fly ash, bottom ash, and synthetic gypsum (a flue gas desulfurization product). CCRs that were not beneficially reused were managed in JEA’s on-site CCR Byproducts Storage Area (BSA).

    JEA held a public meeting to discuss the results of the Corrective Measures Assessment, conducted pursuant to Title 40, Code of Federal Regulations (CFR), Section 257.96, for the St. Johns River Power Park (SJRPP) Byproduct Storage Area B (BSA), located at 11201 New Berlin Road, Jacksonville, Florida.

    Northside Generating Station Byproducts

    JEA’s Northside Generating Station (“NGS”), located in Duval County, Jacksonville, Florida, consists of three electric generation units that use a combination of natural gas, petroleum coke and coal to produce more than 1,300 megawatts of peak electric capacity.  Combustion residuals at the NGS are generated primarily from the combustion of fuels (including other fossil fuels) other than coal.  The CCR Rule, therefore, does not apply to the management of byproducts and other combustion residuals at the NGS.  (40 C.F.R. 257.50(f))
