Project Objective
As part of the Small Diameter Pipe Replacement Program to modernize hundreds of miles of JEA’s existing potable water distribution system, JEA crews are working in your area to replace and upgrade portions of the water lines on Townsend Boulevard from Alderman Road to Lone Star Road.
These pipes are approaching the end of their useful service lives and are being proactively replaced to ensure the reliability of the JEA water system in the area. This work will include the replacement of the existing water main and water services (to the existing meters near the property lines) along the project route. Once complete, this project will improve water pressure and enhance the overall quality and reliability of water service in the area.
Construction Areas
Work will primarily occur in City of Jacksonville rights-of-way and easements.
Construction Conditions
A bypass system is currently installed, and JEA's contractor installed the new water main using stitch-moling as the method of construction. This approach requires less trenching, is less disruptive to neighborhoods than the traditional open-cut method, and typically results in a shorter overall project duration.
Restoration of the Project Area
Restoration of the project area will begin typically begin 2-3 weeks after the project has been completed. Any existing grass, sprinklers, pavement, curb, gutter, driveways and/or sidewalks affected during construction will be returned to their pre-construction condition.
Overnight Traffic Alert - November 9, 2025
For the safety of our crews and the public, flagging operations will be used as needed to manage traffic through the various work zones on Townsend Boulevard between Lone Star Road and Alderman Road East while work is completed. No total road closures are expected. Please see the work area map below.
This work is being completed overnight to minimize disruption during peak traffic periods.
