Project Objective
As part of the Small Diameter Pipe Replacement Project to modernize more than 200 miles of JEA’s existing potable water distribution system, A contractor working for JEA (T.G. Utility Company) is continuing work on a project to replace and upgrade the water line on portions of Leonard Circle East, Leonard Circle West, 33rd Street West, 30th Street West, Erline Drive, Charles Street, Effee Street and Lionell Street.
These pipes are approaching the end of their useful service lives and are being proactively replaced to ensure the reliability of the JEA water system in the area. When completed, this project will provide increased water pressure, enhanced fire protection and improved system reliability.
Construction Areas
Work will primarily occur in City of Jacksonville rights-of-way and easements.
Construction Conditions
Residents will have access and will be permitted to drive (with caution) within the project area. However, street parking will be limited. Please see the work area map below. There will be times when driveway access is limited while crews are working directly in front of homes. Please observe all construction signs, detours and general directions provided by the crews working on-site. We apologize in advance for any inconvenience caused by this construction work.
Intermittent Road Closures and Detours - August 2025 - March 2026
In preparation for installing the new water line, the contractor will be required to mill and remove sections of the existing asphalt where the new water line will be placed.
To allow this work to proceed safely and efficiently, all vehicles, equipment, and trash receptacles must be removed from the street during the dates and times listed below. Roadways will be reopened at the end of each workday. Any vehicles left on the street may be towed. Please see the work area map below for further details. Please note, intermittent road closures and detours will be required for the duration of the project.

Planned Water Outages
Some customers may experience minor interruptions to their water service. JEA will notify customers at least 48-hours prior to any planned water outages.
Restoration of the Project Area
Restoration of the project area typically begins 2-3 weeks after the project has been completed. Any existing grass, sprinklers, pavement, curb, gutter, driveways and/or sidewalks affected during construction will be returned to its pre-construction condition.
