Riverview (Phase 1) Water Improvement Project

Project Objective

Working in partnership with the City of Jacksonville, a contractor (TG Utilities, Inc.) working for  JEA recently completed installation of the new potable water line in Phase 1 of the project area. JEA is now accepting voluntary connection by eligible customers. The funding for this project was provided by the City of Jacksonville and the construction managed by JEA.

Due to the complexity and size of the project, it will be segmented into multiple phases. As part of the project, JEA will be installing a new water main, individual water services to the property line, water meter boxes and fire hydrants to improve area fire protection. Connection to the water system will be voluntary. More information will be provided to customers on the JEA connection process & grant programs through future town meetings and project mailings.

Construction Conditions

Construction will occur in the City’s streets, rights of way and easements. Motorists will be permitted to drive (with caution) through the construction area during pipe installation. There will be times when roads and driveways will have limited access while the contractor is installing the new water line.

Over the next few weeks, the contractor will begin surveying, mobilizing equipment and locating existing utilities   within the project limits. This survey work will be used by our contractor to locate the public rights of way and existing utilities (JEA, AT&T, Comcast, etc.).

Connecting to the New JEA Water System

Once completed, property owners interested in obtaining water service will be responsible for paying JEA connection fees, private on-site plumbing costs and obtaining the associated permits required to make the connection from your home to the new water line located in the right-of-way. Connection to the new water system is completely voluntary. 

Utility Tap In Program (UTIP)

The City of Jacksonville understands that not all residents may be able to absorb the costs associated with connecting to the new JEA water system. Federal and/or State affordable housing funds are available through the City’s Housing and Community Development Division Utility Tap-In Program (UTIP).

This financial assistance is for qualified owner-occupied homeowners in the form of a deferred payment loan that pays for all the costs associated with the connection of your home to the JEA water system.

Town Meeting - May 31, 2018

JEA recently completed installation of the new potable water line in Phase 1 of the project area and is now accepting voluntary connection by eligible customers. Residents within the Phase 1 project area were invited to a neighborhood town meeting to discuss the JEA connection process and provide additional information on financial assistance for qualified homeowners.

This meeting was held at the Bob Hayes Sports Complex and Legends Center located at 5054 Soutel Drive on Thursday, May 31, 2018 at 6:30 p.m. 

Below is the information presented at the town meeting. Information packets outlining the connection process will also be mailed to each eligible property owner following the meeting.

Restoration of the Project Area

Restoration of the project area will be begin soon after the pipes have been installed throughout the project area. Any existing grass, curb, gutter, driveways, or sidewalks affected during construction will be returned to their pre-construction condition.
