Meet the Project Outreach Team

At JEA, we prioritize proactive and transparent communication when initiating new electric, water, and sewer infrastructure improvement projects. Our dedicated Project Outreach Team plays an essential role in engaging with the community from the start and works closely with customers at every stage—before, during, and after the project’s completion. A significant aspect of our design process involves considering projects from the customers’ perspective and taking deliberate steps to minimize community impacts.  

Our Approach to Communication: JEA’s Project Outreach Team ensures that residents and businesses stay informed through timely updates via multiple communication channels, including:

Community Engagement:  In addition to providing updates, the team actively organizes and participates in community meetings, fostering open conversations to hear, understand, and gather feedback on community concerns. This approach helps build strong relationships with homeowners’ associations (HOAs), city and neighborhood organizations, and elected officials, creating lasting community connections.

Key Programs Managed by the Project Outreach Team

Septic Tank Phase Out (STPO) Program

In partnership with the City of Jacksonville, JEA is committed to eliminating septic systems to improve water quality. The Project Outreach Team acts as the main point of contact, guiding participants through enrollment and providing ongoing support throughout the project. This initiative helps reduce harmful nutrients from entering local waterways, such as the St. Johns River, fostering a healthier environment for the community.

Small Diameter Pipe Replacement Project (SDPRP)

JEA developed the Small Diameter Pipe Replacement Program to modernize over 200 miles of JEA’s potable water distribution system. This initiative aims to reduce service failures and meet current potable flow standards.

Lead and Copper Rule Revisions (LCRR) Program

Also known as the Water Line Verification Project, this program ensures compliance with federal and state regulations regarding lead and copper levels in drinking water. The Project Outreach Team collaborates with residents to identify and replace lead pipes, addressing water quality concerns and supporting safe drinking water access.

Neighborhood Assessment Program (NAP)

For neighborhoods interested in infrastructure enhancements, JEA Project Outreach facilitates participation in the City of Jacksonville’s Neighborhood Assessment Program (NAP). This initiative supports the conversion of overhead utility lines to underground systems and the extension of water and sewer mains, with financing available through a special assessment process to make these improvements more accessible.

Well Mitigation Program

The Well Mitigation Program ensures that eligible customers who rely on private wells maintain safe and reliable water access. The Project Outreach Team collaborates with residents to minimize any negative impacts on private wells during construction, maintaining consistent water quality and reliability.

Greg - Director, Community Engagement & Project Outreach

Greg Corcoran 20230Y5A0068 (2)With over 26 years at JEA, Greg is an experienced leader in community relations and strategic communications. Starting as a co-op intern in 1998, Greg has advanced to his current role as Director of Community Engagement and Project Outreach, overseeing communications for JEA’s energy, water, and sewer projects and programs.

Recognized as one of JEA's top strategic communicators, Greg leads a dedicated project outreach team that collaborates with engineers, project managers, JEA crews, contractors, and key account executives to ensure smooth execution of construction projects with minimal disruption to residential and commercial customers.

Emphasizing the importance of these projects, Greg states, “We must continually upgrade and improve the safety, service, and reliability of our systems for our customers,” underscoring the unique challenges each project presents and the careful planning required to minimize customer impacts throughout a project.

Greg and his team manage key programs, including Jacksonville’s septic tank phase-out program, the Neighborhood Assessment Program (NAP), and the well mitigation program, ensuring they are effectively implemented and communicated to the public. With a focus on transparent, proactive communication, the team keeps customers and stakeholders informed and engaged, fostering trust and collaboration.

Greg also works closely with elected officials and local organizations, attending neighborhood meetings and participating in public forums to promote JEA and our involvement in the community.

Highlighting the personalized approach needed for each project, Greg explains, “No two projects are the same, and each requires special attention for our customers. It’s about making sure we keep the driveway passable at a small independent sandwich shop during a pipe installation or coordinating the right time for a water or electric outage with a local hair salon. Every customer and every business is very important to us.”

Beyond his daily responsibilities, Greg also leads JEA’s Storm Outreach team, playing a key role in communicating with customers during major storm recovery efforts. Greg is also committed to community service, engaging with students through JEA’s Power Pals program and participating in local events like the Gate River Run and St. Johns River Clean-Up. He has also served on the UNF Alumni Association Board as Past President and been involved in the Osprey Club Executive Committee.

Greg’s continued leadership and dedication make him an invaluable asset to both JEA and the Jacksonville community.

Lisa - Manager, Community Relations & Project Outreach

Lisa Jennings PhotoLisa is passionate about JEA projects and currently serves as the Manager of Community Relations and Project Outreach. In this role, she leads the Project Outreach team in community initiatives aimed at revitalizing neighborhoods and strengthening customer relationships. Lisa and her team manage key programs, including Jacksonville’s Septic Tank Phase-Out program, the Neighborhood Assessment Program (NAP), and the Well Mitigation program, ensuring they are effectively implemented and communicated to the public. With a focus on transparent, proactive communication, the team keeps customers and stakeholders informed and engaged, fostering trust and collaboration.

Additionally, Lisa and her team are committed to providing exceptional care to the customers they serve by clearly communicating upcoming projects and promptly addressing any project-related concerns to find amicable solutions. “I try to put myself in the customer’s position and relate to them as best I can,” Lisa explained. “I understand firsthand that construction work can be disruptive and cumbersome at times, but it’s necessary for improving our city’s infrastructure, and that makes it all worthwhile.”

A Jacksonville native, Lisa actively volunteers within the community, with a particular passion for preserving the city’s waterways and protecting the pristine Floridan Aquifer. She regularly participates in river and beach clean-ups, tree planting, and other environmental initiatives. “It’s so important to keep our beaches and waterways clean and leave only our footprints when we enjoy them,” she said. “Our beaches and waterways are what make Jacksonville such a beautiful and unique city.”

One of the most rewarding aspects of Lisa’s work is coordinating community outreach for the Septic Tank Phase-Out program—a partnership between JEA and the City of Jacksonville to eliminate failing septic tanks and wells across the city. “This program not only helps improve the cleanliness of our waterways but also enhances the quality of life for our customers by providing safer, improved drinking water,” Lisa said.

Ultimately, Lisa feels grateful to be part of JEA and the Project Outreach Team. “It is incredibly fulfilling to have the opportunity to make a positive impact in our community,” she shared.

Damani - Program Manager, Community Relations & Project Outreach

Damani Barro Headshot Damani Barro brings more than 13 years of leadership experience in public service, emergency communications, and project management to his role as Program Manager of Project Outreach. Known for his strategic mindset and collaborative approach, Damani is looking forward to joining this high-performing team that performs complex, high-stakes initiatives

Before joining Project Outreach, Damani served at JEA Security, where he played a key role in enhancing operational efficiency and refining Security Dispatch Operations. His work helped streamline processes and improve service delivery across the organization.

A graduate of Georgia State University with a Bachelor of Arts in Political Science, Damani relocated to Jacksonville, Florida, in 2021. Since then, he has become deeply invested in the city’s growth and community resilience. “In all of the different roles I have served in my career, I believe excellent customer service is foundational to my success,” he says.

At Project Outreach, Damani leads efforts to advance major initiatives such as the Neighborhood Assessment Program, including the Utility Overhead-to-Underground Program and the Well Mitigation Program. His methodical approach and commitment to service make him a driving force behind the team’s mission to strengthen neighborhoods and foster organizational excellence.

“Jacksonville is such a vibrant city, with such diverse areas, I am happy to call it home,” Damani shares. His passion for community impact and results-driven leadership continues to shape Project Outreach’s success across the region.

Jordan - Project Outreach Specialist

JRT Final HeadshotJordan brings nearly a decade of customer service expertise to her role on the Project Outreach Team. With a strong foundation of formal education and broad cultural exposure, she has developed a thoughtful and adaptable approach to community engagement.

Jordan also contributes to JEA’s digital outreach efforts by creating short-form social media videos that highlight projects, community events, and educational initiatives. Through this work, she helps translate complex infrastructure projects into engaging content that keeps the public informed and connected to the work happening in their neighborhoods.

Jordan is committed to recognizing the distinctiveness of each project and ensuring that every impacted customer feels genuinely supported. “Regardless of any cultural, economic, or lifestyle differences - each situation deserves its own respect and careful attention,” she says.

Her passion for helping people and making a positive impact is what drew her to the Project Outreach Team. “Whether I’m engaging with customers about an upcoming project, sharing project updates online, or participating in community events, I feel incredibly fortunate to contribute to the continued growth and improvement of our city.”

Looking ahead, Jordan is eager to continue strengthening relationships between JEA and the communities it serves while helping deliver projects that improve reliability, infrastructure, and quality of life across Jacksonville.

Chris - Project Outreach Specialist

Chris headshotsChris handles outreach activities for JEA’s Project Outreach Team whenever JEA is called in to help with COJ’s Septic Tank Phase Out program.

Chris knows a thing or two about the importance of improving our waterways. In addition to supporting the Project Outreach Team by proactively communicating planned construction projects, he communicates with JEA customers as part of the Jacksonville Stormwater Utility septic tank phase out program, a joint project between JEA and COJ. 

As a JEA Project Outreach Specialist, Chris helps coordinate the joint project by assisting with the research required to identify eligible properties. He also arranges meetings with the homeowners of those properties and uses a database to keep track of all the necessary documents. Once Chris meets with the eligible homeowners, he is the primary point of contact, so they know what to expect before, during and after their septic tank is phased out and they are connected to JEA’s sewer system.

Chris says the most rewarding part of his job is being able to help customers while making a positive impact to our environment. Chris recalls one case in particular. “An elderly customer was having a terrible time with her septic tank but couldn’t afford to fix it.” After Chris took the necessary steps to verify the property qualified for the program, he got to work coordinating the many other moving parts needed to facilitate a connection to the JEA sewer line. “We are glad not only to help improve our river by abandoning another failing septic tank, but also really happy to help a customer in real need,” he said. 

Denise - Project Outreach Associate

Denise Thomas Headshot photo Denise brings eight years of community engagement experience to the JEA Project Outreach team. Working with community partners and non-profit organizations here in the local Jacksonville area, she is passionate about improving our communities and neighborhoods. 

"As a Jacksonville native, I take pride in our city’s growth and am dedicated to ensuring residents are informed about upcoming projects in their area," she shared. "My priority is making them feel supported, no matter the ask."

She is dedicated to advocating for the neighbors and informing the community about upcoming projects that will improve their quality of life. Denise is committed to bettering the quality of life for our residents and neighbors through neighborhood transformation and outreach!

Scott - Project Outreach Associate
