Project Objective

JEA recently completed replacement of sewer pipes in the area. These pipes reached the end of their service lives and needed to be proactively replaced to increase the reliability of the sewer system and to prevent any future sewer main breaks. This project involved installing 3,200 linear feet of 16” PVC sewer pipe and 415 linear feet of 18” HDPE (High-density-polyethylene) sewer pipe which was utilized for the drill under the Little Fishweir Creek bridge.

Phase 1 & 2 (COMPLETED)

The first phase of the project began in April 2018 and has been completed. Phase 1 included installation of a 16-inch sewer pipe from Van Wert Avenue to Oak Street and Oak Street from Van Wert to the intersection of Riverside Avenue.  

The second phase was completed in early December 2018 and consisted of installation of a new sewer force main on Oak Street, Van Wert Avenue and Herschel Street. This included employing the directional drilling method of installing pipe under Fishweir Creek (see photos below). 

Project Update - Final Phase of Construction

The final phase of this project involved the connection of the new sewer main to the existing JEA system. These connection points are located at the intersections of Riverside Avenue and Oak Street, and near the JEA sewer pump station on Pinegrove Avenue. 

 

Riverside Avenue Sewer Abandonment - December 17, 2018 - January 17, 2019

Beginning Monday, December 17, 2018 through Wednesday, January 17, 2019 (weather permitting), JEA's contractor (Callaway Contracting) will be working on Riverside Avenue from Van Wert Avenue to Oak Street to abandon in place an old sanitary sewer line that is no longer in service. This work is necessary to ensure that the newly abandoned pipe will not collapse under the pavement, possibly causing future voids or potholes in the road.

 To complete this work, the contractor may be required to excavate the road every 400-500 feet to pump cement grout into the old sewer line and asphalt patch the road way. Vehicular traffic along Riverside Avenue may be detoured around each block while the contractor is working in that area. This work will not impact normal water or sewer service.  

Herschel Street Paving

Herschel Street and Van Wert Avenue near Boone Parke in Riverside/Avondale have been paved and are now open to traffic following both City of Jacksonville and JEA projects.

City of Jacksonville Drainage Improvement Project

A contractor (J.B. Coxwell Contracting) working for the City of Jacksonville (COJ) Public Works Department have replaced an 87-year-old arched culvert on Herschel Street over Little Fishweir Creek. Following this work, the roadway will be reconstructed, drainage improved and the decorative parapet railings replaced with a similar design.

Restoration of Project Area

Restoration of the project area will begin after the new sewer force main has been installed, tested and cleared for use. Upon completion of the project, any existing pavement, grass, curb, gutter, driveways or sidewalks affected during construction will be returned to its pre-construction condition.
