Green Built Homes of Florida is an incentive-based program offered by JEA and Northeast Florida Builders Association (NEFBA) to promote the use of energy and water efficient building practices in new single family homes constructed in Northeast Florida.
Program Eligibility
To be eligible for the incentives, homes must be:
- Newly constructed single family homes in JEA’s electric service area and
- ENERGY STAR® inspected and certified by a Class I Home Energy Rating System (HERS) rater after January 1, 2006. HERS raters conduct independent 3rd party evaluations of each home for energy efficiency by testing the home's envelope and ducts for leaks. The standards are available at www.energystar.gov.

Program Basics
ENERGY STAR, a program developed by the Environmental Protection Agency (EPA) and the Department of Energy (DOE) to promote energy efficiency. Common features of ENERGY STAR qualified homes include:
- Tight construction
- Improved insulation
- High performance windows
- Tightly sealed ducts
- Highly efficient, right-sized heating and cooling equipment
WATER STAR, a program being developed by the St. Johns River Water Management District to promote water efficiency, will be added later.

The Plan
The following steps outline the process for building an ENERGY STAR certified home under the
Green Built Homes of Florida Program.
Step 1
- Have your plans reviewed to determine what modifications are required

Step 2
Decision Point
- Build minimum of 85 homes?
- Elect Builder Option Package (BOP)
- See www.energystar.gov
- Verification- Builder Option
BOP:
- Prescriptive approach to construction; e.g. insulation levels
- HVAC specs, windows
- Requires on-site inspection and diagnostic test plus random testing and inspection of 15% of homes from the batch, usually a sub-division
- Build fewer than 85 homes?
- Use Home Energy Rating System (HERS) rater (3rd party ENERGY STAR verification)

Construct home
Step 4
Arrange for home to be tested and certified by Class 1 HERS rater as ENERGY STAR
Step 5
- Apply for Green Built Homes of Florida rebate
Submit Builder Incentive Request Form to NEFBA
Step 6
Sell home to satisfied buyer
Incentives
- $255 rebate to builders for each home that passes certification requirements.
- $255 for ENERGY STAR performance tested and certified homes and $85 per home inspected and not performance tested for builders who elect to participate in EPA’s Builder Options Package (BOP) sampling protocol.
