Procurement Appeals Board
The JEA Procurement Appeals Board (PAB) conducts solicitation and award reviews as needed, discussing appeals publicly. PAB decisions may be issued verbally or in writing within three days from the date of a hearing.
JEA Bid Section
Bids contain a list of pending purchases of goods or services that exceeds $200,000. Copies of bids may be obtained by registering online and downloading the requested documents.

Procurement Services has developed a new process to manage unsolicited contacts with vendors who wish to do business with JEA. The new process designates an Unsolicited Vendor Contact (UVC) Coordinator to serve as a single point of contact for all unsolicited calls. Jacksonville Small and Emerging Business Program (JSEB)
The Jacksonville Ordinance 2004-602, with revised Chapter 126 was approved and enacted on August 10, 2004. This legislation replaces the former Small Business Enterprise/Small Disadvantage Business Enterprise (SBE/SDBE) program with the Jacksonville Small and Emerging Business (JSEB) program. This program applies to local small businesses. There are residency requirements for the owner as well as personal net worth and annual gross receipts limitations. The program eligibility requirements do not include any race, gender nor ethnicity requirements. The listing of eligibility requirements as well as the application form are both available on the
City of Jacksonville’s (coj.net) website. For more information call the City of Jacksonville’s Equal Business Opportunity/ Contract Compliance Office at 904-255-8840.

JSEB vendors that have been certified to perform work on JEA contracts can be found on the City of Jacksonville’s (coj.net) website. The COJ website also includes the JSEB Certification Application and a Summary of JSEB/MBE Certification Requirements.

JEA Fuel Management Services
JEA Fuel Management Services (FMS) will periodically solicit bids for the supply of fuel to JEA facilities. To have your organization included on a FMS Responsible Bidder List (RBL), fill out and return the FMS RBL application. Once on a FMS RBL, your organization will receive the bid solicitations via fax and your bids will be considered for award. |
