The Self-Permitting Process

Before an application to construct can be submitted, a few steps must be completed. First, an Availability Request must be made. An availability is a point of connection on the JEA water and sewer system that is located and confirmed by JEA staff that the lines are available for connection.

Once a point of connection is known, an engineer can then design a proposed project accordingly. Upon completion, the design engineer shall submit four (4) sets of design plans, a copy of the availability letter or reference to the availability number, an engineer's transmittal, the Intent to Dedicate form and two (2) original signed and sealed JEA permit applications to JEA New Development Project Coordination on the Fourth floor of the JEA Tower at 21 W. Church Street. The plans will be reviewed for conformance with the most recent JEA Standards, Details, & Materials Manual, F.A.C 62-555 and 62-604. If necessary, one set of the plans will then be returned to the engineer for corrections and the engineer will resubmit the corrected plans for final approval. If approval is granted, JEA will retain three sets and return all additional approved sets back to the engineer. A certain degree of complication can be associated with some projects which may require additional reviews before final approval is granted. A copy of the JEA Standards, Details, and Materials Manual can be obtained in the JEA Bid Office on the First floor of the JEA Tower. Compact discs containing the JEA water and sewer detail plates are also available upon request.

Once your designs have been approved, JEA Plan Review will forward your approved plans and permit applications to JEA Environmental Services. JEA Environmental Services will review your project, log the project into the project tracking database and issue the construction permit. The Applicant will be notified by the JEA staff via a phone call that the project has been approved and the permit and plans are available for pick up.

JEA and the Florida Department of Environmental Protection (FDEP) will review this permit periodically and may initiate enforcement action for any violation of the "General Conditions" and/or "Special Conditions" by the permittee, it's agents, employees, servants, or representatives.
