How do you Acquire a JEA Permit?

  1. Submit an Availability Request and receive an availability letter.
  2. Submit four (4) sets of signed and sealed construction drawings to the JEA Plan Review department for review along with two (2) original signed and sealed JEA Permit Applications as well as the Intent to Dedicate form.
  3. If necessary, make any necessary changes to design drawings and resubmit to JEA Plan Review for final review and acceptance.
  4. Approved plans and applications will then be forwarded by the JEA Plan Review department to Environmental Services where your permit will be issued. Once the permit is issued, JEA Environmental Services will notify the design engineer that the permit is available for pick-up from the JEA Tower, 8th Floor.

How do you Acquire a Release Letter?

  1. Ensure the JEA inspector has a copy of the As-Built drawings and has approved construction.
  2. Submit a JEA Certification of Completion package to JEA Environmental Services, JEA Tower, 8th Floor. Certification of Completion package must include:
    • One (1) signed and sealed JEA Certification of Completion application
    • Two consecutive days of passing bacteriological test results which are less than 60 days old (water permits only)
    • Pressure test results (water permits and force mains only)
    • As-Built drawings. Please note that if there were substantial deviations from the permitted construction drawings, the as-builts must be signed and sealed by the overseeing Professional Engineer for the project. If there are no substantial deviations, then either the professional engineer of record, licensed surveyor, or contractor may sign the drawings. Ensure that all water and sewer line crossing separations are clearly shown on the drawings.
  3. Once a completed Release Application is received, JEA Environmental Services will issue a release letter for the project and fax and mail the letter to the engineer who signed and sealed the certification application.
  4. If a project is being dedicated to JEA for ownership, then an acceptance package must be submitted to Peggy West at the JEA Tower, 4th Floor. Please review and submit the JEA Acceptance Checklist with all acceptance packages.

What Projects are Eligible for a JEA Permit?
Water Systems

  1. System is located entirely within Duval County.
  2. All lines in the system are 12" in diameter or less.
  3. All offsite water mains will be owned and operated by JEA once they are put into service.
  4. On-site water systems not being dedicated to JEA are still eligible for a JEA water permit.

Sewer Systems

  1. System is located entirely within Duval County.
  2. All lines in the system are 12" in diameter or less.
  3. All offsite force mains and gravity systems will be owned and operated by JEA once they are put into service.
  4. Any pump station which will be wholly owned and operated by JEA.

    *Private pump stations, force mains and gravity sewers (including on-site systems) must be permitted through RESD/FDEP.
