Plan Review Approval Process

Once a JEA availability number is issued and a point of connection is known, an engineer can proceed with the preliminary design of the proposed water and sewer project.

The JEA Plan Review Process normally involves, at a minimum, a preliminary plan review and a final plan review as defined below. Upon completion of the preliminary plan review, (one) set of the marked-up plans are returned to the engineer for revisions. The engineer revises the plans and resubmits to JEA for final plan review and approval. Once approved, JEA retains (three) copies of the plans and returns all other plans to the engineer. In cases involving a DEP permit, (two) sets of the plans and the DEP permits are signed by JEA (JEA Permitting Section, T-8) and returned to the engineer for submittal to the local DEP office.

Plans are submitted to: JEA Tower 4th Floor, Attn: Water and Sewer Order Fulfillment, 21 West Church Street, Jacksonville, Florida 32202.

Plans are reviewed for compliance with the JEA Water, Sewer and Reuse Design Guidelines, JEA/State regulatory rules, JEA Water and Sewer Standards Manual and other applicable documents. Upon completion of the plan review documents, the submittal packages are made available for pickup at the above address. It should be noted that at any time during the review or construction phase services, the engineer/developer may monitor the status of their project utilizing the assigned JEA Availability number.

Other Supporting Documents (note 4)   2 copies signed

Notes:

  1. Provide JEA availability number (JEA tracking number) on all correspondence.


  2. Plan submittal shall include a Cover Sheet (w/Vicinity Map), General and Utility Notes and the Water & Sewer Construction & Detail Sheets.

    Other documents such as: Pre & Post Drainage Sheets, Drainage Details, Erosion Control Sheets, MOT Sheets, and other non-JEA Utility Sheets are not required unless requested by JEA. The final submittal set of plans must be signed and sealed (s/s) by a Florida Registered Professional Engineer.


  3. For applicable JEA and/or DEP permit forms, Water & Sewer Construction Permitting. *Please do not send (DEP or City) checks to JEA*


  4. If applicable, provide other supporting documents as outlined in the "JEA Water, Sewer and Reuse Design Guidelines" Manual. These other supporting documents may include: JEA Utility Easements; Connection Agreement; Application To Construct and Dedicate; Water Distribution Easement and Property Use Agreement; and JEA Alternative Sewer Systems Agreement.
