This publication is designed to assist JEA customers who have hired licensed electrical contractors to upgrade, repair, modify or install electrical systems. Your contractor will work closely with JEA's Customer Order Management Group, which is responsible for the design of JEA electric facilities and processing of electrical permits, to ensure that the work performed will deliver electric service to you safely and reliably.
What services require an electrical permit that must be processed by JEA?
- New services, such as wiring and fixtures for a new home
- Service increases, such as changing an electrical panel to a larger size
- Electrical inspection of a home where electric service has been inactive for at least one year
- Modifications to electric service, such as the replacement of electrical wiring
How are permits obtained? Your electrical contractor applies for and is issued a permit by the city or county Building and Zoning agency. Building and Zoning is the agency responsible for assigning addresses and processing of all electrical, mechanical and construction permits. The agency also conducts inspections for the work completed under each permit.
When does JEA receive permit information? In Duval County, JEA's Customer Order Management Group receives permit information from Building and Zoning electronically the same day the permits are created and/or updated. Permit information for services outside of Duval County are received within three to four business days.
What happens after JEA receives the permit?
- Engineering Support - An engineer in JEA's Customer Order Management Group will track the programs of the work for which the permit was obtained until its completion. The engineer will assist your electrical contractor in establishing service and meter locations, acquiring electrical line easements and making sure JEA service standards and National Electrical Safety Code requirements are met.
- Service and meter location - The contractor is responsible for obtaining service and meter locations. The service location is the point where JEA will connect to your electrical system, and is determined by an engineer in JEA's Customer Order Management Group. The meter location is provided by JEA's Equipment Services Division. The electrical contractor should know the service and meter locations before installing any new wiring or making any modifications to existing wiring.
- Inspection - The contractor or electrician who applied for the permit will request the inspection. A JEA engineer will review the service and meter locations either before or after an inspection is conducted by Building and Zoning.
- Installation or replacement of JEA facilities - New JEA facilities, or the replacement or upgrade of existing JEA facilities, may be required for new or modified services. This may include the installation of poles, transformers and conductors (major line work), the installation of an aerial or underground service drop from the JEA pole or transformer to the customer's point of service, and the installation or replacement of an electric meter. A JEA engineer will contact you if It Is necessary to obtain permission to install JEA facilities on private property. JEA's Westside and Southside Service Centers are responsible for the installation of line work, and the Equipment Services Division is responsible for the installation and replacement of meter equipment. For new services, a request for line work will be submitted to the appropriate service center once the initial or "rough" inspection is completed. A meter set order will be sent to the Equipment Services Division when the final inspection is conducted, a customer application for service is received and the permit information is processed by the engineer.
How long does it take to complete installation or replacement? Our goal is to begin all necessary processes upon initial notification of work and to have all preliminary work completed prior to notice of final approval or inspection.
Meters are usually installed within one to two business days after the Equipment Services Division receives the request. Minor line work, which includes the installation or replacement of aerial or underground services, can usually be completed within two to five business days after the service center receives the request. Major line work, which often involves setting poles on private property, may take as long as two to three weeks. However, all time frames are estimates. Once the work is completed, electric service is made available to the customer.
How can I find out what work has been completed? Call JEA's Customer Information Center at (904) 665-6000 from 7 am to 9 pm Monday through Friday and from 8 am until noon on Saturday. Our customer service specialists will have information about the status of the electric permit, receipt of applications and inspections, release by the JEA engineer, and the scheduled dates for line and/or meter work.
